An interactive exercise dealing with ethical decisions that public officials face.

Monday, August 3

Morning Banking Services
A review of the fundamental elements in banking programs of state treasuries, including the selection, monitoring, and critiquing of banking services in the current economic climate.

  Cash Management and Short-Term Investing
A review of the cash management functions of state treasuries including cash flow forecasting, collection, disbursements, information systems and investments. This session will also focus on local government investment pools.

Afternoon Chief Financial Officer
Observations on the changing roles and responsibilities of a CFO in a publicly held firm.

  Preventing Fraud
Fraud can attack your office at anytime from anyplace. Examine what can be done to prevent attacks and limiting their damage.

Morning Long-Term Investments
Reviews the elements of public sector investing, including defining the goals and objectives, selection of consultants, asset allocation study and monitoring performance.

  Corporate Governance
An examination of the roles and responsibilities of public boards and their members including trends and best practices.

Afternoon State College Savings Plans
A review of college savings plans offered by states and an examination of current trends and issues affecting these programs.

  State Budget Pressures
An examination of the external pressures on state budgets including falling revenue and the national economy. What areas of concern will continue to plague state budgets?

  Public Finance: Year 2019
An interactive exercise on what the “finance” function of state and local governments will look like in 2019.

Wednesday, August 5

Morning The Fundamentals of Debt Management
Highlights of the essential elements of debt management including, debt affordability, policy decision to guarantee or not, the role of each of the stakeholders in the issuance of debt, the official statement, and competitive vs. negotiated issuance of debt.

  Credit Rating Issues
A review of the municipal market and an examination of how various economic factors affect the credit rating of state debt.

  Trends in Public Finance
Session will examine and discuss current trends in municipal finance that allows issuers to effectively manage public debt during times of fiscal constraint.

Morning Unclaimed Property
An overview of unclaimed property programs and a review of a state’s rights and obligations in the effective management of the program. Additionally, key policy issues will be examined so that participants understand the issues that will shape unclaimed property programs in the future.

  Financial Literacy Initiatives
An overview of various financial literacy programs operated by state treasuries designed to enhance the personal finance knowledge and skills of their citizens. Discussion will highlight the policy and operational issues of various programs, including; Bank at School, Women and Money conferences and other outreach activities.
